Job Title: Project Manager – Heavy Civils & Underground Utilities

Position Summary: We are seeking an experienced
Project Manager with a strong background in
heavy civil construction and
underground utilities to oversee complex infrastructure projects in the San Diego area. The ideal candidate will have expertise in managing large-scale underground wet and dry utility scopes, roadway work, and related civil improvements, with a proven track record of delivering projects safely, on time, and within budget.
Key Responsibilities: - Lead all phases of heavy civil and underground utility projects from preconstruction through closeout
- Manage budgets, schedules, procurement, and subcontractor performance
- Oversee installation of water, sewer, storm drain, electrical, and communication utility systems
- Coordinate with municipalities, utility companies, and inspectors to ensure compliance with all local, state, and federal regulations
- Direct field teams and ensure adherence to safety, environmental, and quality standards
- Review and approve project documentation including RFIs, submittals, and change orders
- Resolve technical issues, conflicts, and scheduling challenges in collaboration with superintendents and engineers
- Provide regular progress reports to senior management and project stakeholders
Qualifications: - 7–12+ years of experience in heavy civil construction with a focus on underground utilities
- Proven track record managing projects ranging from $5M to $50M+
- Strong understanding of underground wet and dry utility construction methods and standards
- Experience working with public works agencies, DOT, and municipal contracts
- Proficient in construction management software (e.g., Procore, Bluebeam, MS Project, Primavera)
- Excellent leadership, organizational, and communication skills
- Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred
- OSHA 30 certification preferred
